Lavrov expressed the opinion that the West is trying to revive the unipolar model under the slogan of “order based on rules”, is planting “dividing lines” of bloc confrontation, is pursuing a thoughtless course towards NATO expansion to the east, bringing the bloc’s military infrastructure closer to Russia’s borders, and is setting the task of subordinating Asian spaces , declaring “the indivisibility of the security of the Euro-Atlantic and the Indo-Pacific region”. “Washington is trying to turn the entire globe into its backyard,” the Russian minister warned.

Russophobia of the West

Sergey Lavrov said that official Russophobia in the West has taken on unprecedented, grotesque proportions: “They are no longer shy about openly declaring their intention not only to inflict a military defeat on our country, but also to destroy and dismember Russia. Russia’s reaction

The inability of the Western countries to negotiate and the Kyiv regime’s continuation of the war against its own people left us no choice but to recognize the independence of the Donetsk and Luhansk People’s Republics and launch a special military operation to protect Russians and other residents of Donbass and eliminate the threats to our security that NATO consistently created on the territory Ukraine. The operation is carried out in pursuance of the treaties of friendship, cooperation and mutual assistance between Russia and these republics on the basis of Article 51 of the UN Charter. I am sure that in our place any sovereign, self-respecting state, aware of its responsibility to its people, would do so,” the Russian Foreign Minister said.

Commenting on the ongoing “referenda in the LPR, DPR, Kharkiv and Zaporozhye regions of Ukraine”, Lavrov said: “… people living there, in fact, only react to what the head of the Kyiv city recommended to them in one of his interviews in August 2021. Long-term goals of the collective West

“NATO has declared our country a direct threat on the path to total US dominance, and has identified China as a long-term strategic challenge. At the same time, the collective West, led by Washington, sends a frightening signal to all other countries without exception: anyone who dares to disobey can be next,” the head of Russian diplomacy said.

In his opinion, one of the consequences of the “crusade” announced by the West against the objectionable is the progressive decline of multilateral institutions that the United States and its allies are turning into instruments for the realization of their selfish interests, and this line is being implanted in the UN, its Human Rights Council, UNESCO and other multilateral institutions.

Reform of the UN Security Council

“We see an assertive line towards the privatization of the UN Secretariat, the introduction of neoliberal discourse into its work, ignoring the cultural and civilizational diversity of the modern world. In this regard, we urge to pay attention, as required by the UN Charter, to ensuring a fair geographical representation of member states in the structures of the Secretariat, avoiding the dominance of one group of countries, the Russian minister said. An intolerable situation has developed around Washington’s failure to fulfill its obligations under the Agreement between the Secretariat and the US government regarding the obligations of the “host country” of the central institutions of the United Nations to ensure normal conditions for the participation of all member countries in the work of the UN. Corresponding responsibilities by this agreement are assigned to the UN Secretary General. Inertia is unacceptable here.”

Commenting on the work of the UN Security Council, the Russian Foreign Minister acknowledged that “both the Council and the UN as a whole must be adapted to modern realities.” The Russian side sees the prospects for democratization of the work of the Security Council solely in the expansion of the representation of the countries of Africa, Asia and Latin America. Sergey Lavrov especially noted India and Brazil as key international players and worthy candidates for permanent membership in the Council. At the same time, he emphasized the necessity of simultaneously “raising the profile of Africa.” Today, more than ever, it is important that all Member States unequivocally, without reservation, reaffirm their commitment to the purposes and principles of the 8th UN Charter as the first necessary step towards restoring collective responsibility for the fate of mankind, Lavrov is sure.

The minister expressed regret that “quite often, the methods of diplomacy are being replaced by illegal sanctions against strong competitors in the economy, sports, information space, cultural exchanges and, in general, in the field of contacts between people.” He is confident in the need to protect the UN, “to cleanse the World Organization of everything confrontational and superficial, to restore its reputation as a platform for honest discussions to find a balance of interests of all member states.”
