The film narrates the story of Kurt Sonnenfeld who is a videographer for FEMA prior to 2002 and was one of four FEMA photographers who were given exclusive access to Ground Zero following the September 11 Attacks in New York in 2001.

“I still have footage of bunkers full of sarin VX and GB warheads, “tonne” containers full of neurotoxins and mustard gas, all of which were banned by the Chemical Weapons Ban Treaty,” he said in his interviews in 2001.
