In May 2001, with the help of ufologist Steven Greer, Doty gave evidence at the National Press Club in Washington DC, as part of the Disclosure Project. Here, 20 retired Air Force, Federal Aviation Administration and intelligence officers all came together to give first-hand accounts on their UFO experiences.

Almost two decades later, Doty detailed his exact role at Kirtland Air Force Base during the 1990s, which apparently involved studying aliens.
“I was a counterintelligence officer at the base,” he revealed in 2017 Netflix series “Unacknowledged”.
“During my time there I was briefed into a special access programme involving the US government’s investigations into extraterrestrials.
“I studied their planned visitation to Earth.”

Doty has received criticism over the years, after admitting he was also part of a disinformation project with the US government at one time.
He featured in a 2013 documentary titled Mirage Men, where he revealed how the military used mythology to cover up their advanced technology.
It led many to discredit his story as people struggled to see the difference between truth and lies.
However, Doty maintains his innocence, claiming he was falsely represented in the movie by writer Mark Pilkington.

Doty also previously claimed he was witness to alien bodies after the notorious Roswell UFO crash.

Subject: [exopolitics] Alien Exchange Program
Aloha List, here’s a fascinating set of emails concerning an alien
exchange program that allegedly began in 1965 and ended in 1978. The
original posting was sent by an ‘Anonymous’ to Victor Martinez who has
a fairly large list of UFO researchers, experiencers, etc.
Interestingly, three ‘insiders’ from Martinez’s list have confirmed
various aspects of the story so I thought it worth forwarding. The
post below begins with the original posting by Anonymous I, and is
then followed by a short email by Richard Doty commenting on the file
number cited (elsewhere) by Anonymous, and then the commentary of the
three former ‘insiders’ who responded.
This story has much in common with Spielberg’s Close Encounters so it
does tend to support the view that he was ‘helped’ with the script of
CE of the Third Kind.

First let me introduce myself. My name is Request Anonymous. I am a

details about my past, but I was involved in a special program.
As for Roswell, it occurred, but NOT like the story books tell. There
were two (2) crash sites. One southwest of Corona, New Mexico and the
second site at Pelona Peak, south of Datil, New Mexico.
The crash involved two (2) extraterrestrial aircraft. The Corona site
was found a day later by an archaeology team. This team reported the
crash site to the Lincoln County Sheriff’s department. A deputy
arrived
the next day and summoned a state police officer. One live entity
[EBE]
was found hiding behind a rock. The entity was given water but
declined
food. The entity was later transferred to Los Alamos.
The information eventually went to Roswell Army Air Field. The site
was
examined and all evidence was removed. The bodies were taken to Los
Alamos National Laboratory because they had a freezing system that
allowed the bodies to remain frozen for research. The craft was
taken to
Roswell and then onto Wright Field, Ohio.
The second site was not discovered until August 1949 by two ranchers.
They reported their findings several days later to the sheriff of
Catron
County, New Mexico. Because of the remote location, it took the
sheriff
several days to make his way to the crash site. Once at the site, the
sheriff took photographs and then drove back to Datil.
Sandia Army Base, Albuquerque, New Mexico was then notified. A
recovery
team from Sandia took custody of all evidence, including six (6)
bodies.
The bodies were taken to Sandia Base, but later transferred to Los
Alamos.
The live entity established
communications with us and provided us with a location of his home
planet. The entity remained alive until 1952, when he died. But
before
his death, he provided us with a full explanation of the items found
inside the two crafts. One item was a
communication device. The entity was allowed to make contact with his
planet.
Somehow, I never knew this information, but a meeting date was set
for
April 1964 near Alamogordo New Mexico. The Aliens landed and
retrieved
the bodies of their dead comrades. Information was exchanged.
Communication was in English. The aliens had a translation device.
In 1965, we had AN EXCHANGE PROGRAM WITH THE ALIENS. We carefully
selected 12 military personnel; ten (10) men and two (2) women. They
were trained, vetted and carefully removed from the military system.
The
12 were skilled in various specialities.
Near the northern part of the Nevada Test Site, the aliens landed and
the 12 Americans left. One entity was left on Earth. The original
plan
was for our 12 people to stay 10 years and then return to Earth.
But something went wrong. The 12 remained until 1978, when they were
returned to the same location in Nevada. Seven (7) men and one (1)
woman
returned. Two (2) died on the alien’s home planet. Four (4) others
DECIDED TO REMAIN, according to the returnees. Of the eight (8) that
returned, all have died. The last survivor died in 2002.
The returnees were isolated from 1978 until 1984 at various military
installations. The Air Force Office of Special Investigation (AFOSI)

WHO is this person?
MOST of the information is ABSOLUTELY CORRECT [in “Anonymous I’s
e-mail]. However, I never heard of any females going. To the best
of my knowledge, we had 12 (twelve) men, all military men. Eight (8)
USAF, two (2) Army and two (2) Navy guys. I think the females are a
red herring. But maybe I just didn’t have the clearance for that.
They left and was gone 20 years, as I was told. When they came back
they were put in quarantine for 365 days at the complex. Only eight
(8) came back, that much is right. Two (2) died a few years into
their assignment on the Visitor’s planet. Two (2) others decided to
remain and maybe are still alive today. Since their return, all have
died. The last being in 2003 in a VA hospital.
As for the Roswell incident. Whomever sent the e-mail is correct.
The complete debriefing is contained in: “PROJECT SERPO,” Final
Report-80HQD893-020, classified TS, Codeword. Ask [Rick] Doty about
that report because I think it is an OSI report. Paul [McGovern]
should be commenting on this since he was involved in the
debriefing.

COMMENTARY FROM PAUL McGOVERN
Interesting but not totally correct [commenting on Anonymous I’s
original e-mail].
As for the Roswell incident: ABSOLUTELY RIGHT. Few people have ever
gotten it entirely correct. Two (2) crash sites, not one (1).
As for the exchange program: Unauthorized Release of Classified
Information, as I see it. But maybe someone currently within our
government wants it out.
NO females were sent. Twelve (12) men, all military. 8 USAF, 2
U.S. Army and 2 U.S. Navy. Two (2) were doctors; three (3) were
scientists; two (2) were language specialists; two (2) were security
personnel; two (2) were pilots and one (1) was the leader
(Colonel-AF).
All were sheep-dipped and COMPLETELY ERASED from the military roles.
I’m not totally sure of the training period, but I think it was about
six (6) months. They were able to transmit messages to Earth by means
of a communication system set up prior to their trip.
One (1) doctor and one (1) of the security personnel died three (3)
years into their visit. The doctor died of pneumonia and the security
guy died of an injury. The exchange team had to endure extreme
hardship adjusting to the environment of the visitor’s planet.
The heat was extreme and took many years to adjust. The food was
something of a problem because the human system had problems
digesting
it. The team took enough food for two (2) years and rationed it
another eight (8) months, but eventually had to eat the visitor’s
[Eben’s: alien’s name] food. This caused all team members
gastrointestinal problems. Eventually, they adjusted. The
visitors tried to create different foods but few worked.
The team was never isolated or restricted by the visitors. They could
travel as they wished and see whatever they wanted to see. After
about six (6) years, the team moved to a northern portion of the
visitor’s planet, where the temperature was cooler and which
contained
ample vegatation.
The visitors built a small community for the [visiting Earth] team.
The only major problem was time. Time was different on the visitor’s
planet. I don’t think anyone ever figured it out. The visitors had
no clocks. They didn’t judge or account for time as we did. The
visitors found our attempts to account for time strange.
The visitors were extremely disciplined in their daily lives. Every
visitor worked on a schedule, which was not [set] by a clock, but by
the movement of their sun. Each little community had a large tower,
which filtered the sun through. When the sun was at a particular
point on the tower, it meant the visitors had to do a particular
thing.
There was never complete darkness on the visitors planet. It got dim
but
not dark. The visitors had rest periods, but not like our sleep
periods. The visitors rested three (3) times during their sun
days. Our team determined their days were about 43 of our hours
before a work period. The visitors also didn’t have months or
years.
MID-COURSE CORRECTION by Paul McGovern: I MISstated that. The ENTIRE
work period was approx. 43 hours. They had three (3) rest periods
within that 43 hours. That is still about 14 hours straight,…
couldn’t get too many of our workers to do that!
They did have life periods, as our team coined it. It was impossible
to judge the visitor’s age, although our team did find graves. The
population of the visitor’s planet was about 650,000. There were
small communities throughout the planet. There were underground
rivers, which fed into open valleys. There was industry.
But all of the food was grown, either in fields or in large
buildings. They did have animals. Different types. Strange
large beasts, they used for work and other things, but no meat was
eaten. The geological make up of the planet was so much different
than ours. Few mountains, no oceans, some trees or something similar
to trees and no other civilization except the Ebens.
Everyone looked the same initially to our team. But after some time,
the team members learned to identify different Ebens by their
voices.
Although the Ebens couldn’t speak English, they did make noises that
our
team members were able to translate into English. After five (5)
years, we had their language completely translated into English.
The complete debriefing accounts for about three (3,000) thousand
pages.

1. As for the Roswell incident [described by Anonymous in his e-

This was the story I read in the historical document called the “Red
Book.” Almost exactly to the word [verifying its accuracy].
Although there were more details about the crash sites and what was
recovered [Anonymous’ e-mail is overall very accurate].
2. As for the Exchange Program: I read about it but thought there
were
12 men [instead of 10 men and 2 women as reported by Anonymous]; I
don’t
recall any women. But that was about all I knew. We did have a
special
unit that handled their debriefing but USAF positive intelligence was
also involved. I was never involved in that program, but I knew other
agents who were.

Alleged ‘Project SERPO’ Sent U.S. Military Team To Another Planet?

In recent weeks, information has surfaced on the Web about an
alleged U.S. Government military project called “Project SERPO”.
We’ve all heard about reports of unusual and unconventional
secret government projects. Some of them seem so far out that
you wonder if they are real or an “urban legend” floating
around.
Yet, many of us understand that people within our government and
our military sometimes face unusual and strange phenomena in the
course of their duties.
According to a mysterious source’s comments on a recently-
developed Web site, serpo.org, Project SERPO was an effort
developed between the late 1940s and the mid-1960s. It was a
joint project between the U.S. Government and a race of friendly
beings from a planet in the Zeta Reticuli star system. The
source claims that diplomatic relations were established between
the U.S. Government and these beings after their spacecraft
crashed in New Mexico in 1947.
Aw, give me a break, you may say. What have these people been
smoking – medical cannabis or something?
We’ve heard and read about unconventional government projects
before such as “remote viewing” intelligence-gathering methods,
time-travel physics research, psychological studies on “magic
mushrooms,” unusual non-lethal weapons and similar efforts. But
relations with visitors from another planet?
That’s not all. Information on the SERPO Web site describes a
project that selected and trained a joint-service U.S. military
team to board a spacecraft of these visitors and go to their
home planet for a planned ten-year stay. And, that in the mid-
60s, this was successfully accomplished. Most of the team
members returned and were debriefed.
Remember the movie “Close Encounters of the Third Kind?”
Remember when the government teams set up a landing zone for the
“visitors” and how Army Special Forces personnel assisted with
covert logistics? Remember how 12 people in red jumpsuits were
transported to the LZ for boarding? The entries on serpo.org
allege that this is based on fact.
In addition, the information posted there and elsewhere
indicates that the government has been struggling since the
1940s to figure out how to break this kind of information to the
general public without creating anxiety and negative disruption.
According to the information, various efforts have been underway
over the decades to gradually prepare us for this reality.
Well, do you buy it? It would make a good novel or movie, that’s
for sure. Is it possibly true or is it just someone’s
imagination and a bunch of warmed-over stories from movies,
writings and UFO lore?
If there was some truth to it, how would Americans and the rest
of humankind react? Would we have open minds and hearts toward
friendly visitors? Would we be afraid? Would we feel intimidated
if they had more advanced technology and knowledge? Would we
hate them because they look different and have different
beliefs?
Undoubtedly, it would add more complexity to our view of things.
Not only do we have trouble getting along with other countries
and other people who are different, now we would really need to
be tolerant and open-minded. And, are their other kinds of
“visitors” who are not quite so friendly, or even dangerous in
some way?
This could explain why our government officials might have
thought it wise to keep information like this from the general
public.
According to information on the serpo.org site, there are
responsible people in and out of government who may now believe
that the time is right for more gradual disclosure of
information about this situation. These people, people with
compassion and vision, could feel that we might now be ready to
obtain some understanding of the situation and react responsibly
and with intelligence.
Of course, it could all be bunk. There may be no truth to it at
all. Probably not. Right?

Acclimation” or “Deception Program”?
In February 2006, UFO Magazine released an edition that focused on the
Project Serpo, an alleged alien exchange program from 1965-1978 that
involved twelve US military personnel who traveled to a planet ‘Serpo’
in the Zeta Reticulum binary constellation. UFO Magazine had a number
of statements by some of the key figures involved in this unfolding
case. Among these statements was one by Richard Doty, a former Special
Agent assigned to the Air Force Office of Special Investigations
(AFOSI), concerning what he directly experienced during his military
service, and how this corroborated parts of the Project Serpo story.
Doty is among a group of former ‘insiders’ with access to classified
information on UFOs that have come forward to confirm parts of this
alleged alien exchange program leaked by up to three anonymous Defense
Intelligence Agency personnel (see: http://www.serpo.org Doty is the most
prominent of these former insiders due to widespread public knowledge
of his former position as an AFOSI ‘special agent’ assigned with
dealing with UFO reports from 1979 to 1988.
Doty’s testimony is most revealing since much of it is based on a
number of first hand experiences concerning classified information as
opposed to the hearsay testimonies of others. Hearsay testimony is
easy to manipulate in the hands of skilled intelligence agents
participating in an officially sanctioned ‘deception program’ aimed at
misleading researchers, witnesses and the general public over UFOs.
Direct personal testimony of classified information directly
experienced is far more difficult to manipulate, especially when
published in print by an individual such as Doty whose background and
credentials are well known. Written statements on what an individual
has directly experienced can be checked and any inconsistencies can be
found. Consequently, it is useful to examine closely Doty’s claims
concerning his own personal experiences while responsible for
gathering UFO information as an AFOSI special agent, and the extent to
which this lends credence to the Project Serpo information. Doty may
be participating in an officially sanctioned ‘acclimation program’ to
inform a skeptical public of UFO related information or part of an
elaborate ‘deception program’ designed to mislead the general public
and researchers.

Steven Greer published an interesting video interview with Richard Doty yesterday which is bound to cause a stir (see below).
I’ve always wanted to interview Doty but only briefly messaged him on a few occasions. In this interview he tells much more, than he ever has before.
Talks about Paul Bennewitz and how he actually saw orbs flying around in Bennewitz’s house that shocked him into believing that Bennewitz was actually photographing UFO’s.
Doty talks at length about the ‘Cash-Landrum’ incident and about a incident in Utah that has never been discussed in the public domain.
I have done a step-by-step analysis of the video below:
A lot of what Richard Doty is saying fits in with the historical aspects of the two crashes at Corona and Magdalena.
Also, the description of the bodies fits in with what I’ve heard before and the head gear that one of the EBE’s had to control the craft fits in with what Corso mentioned.
Only problem is that is Doty repeating stuff he has read in the UFO literature or is this what he experience as an AFOSI agent?
Where is Horse Mesa? I could only find Horse Mesa Dam and Horse Mesa Ranch.
The craft Rick is describing is similar to the Tic Tac shape; oval 35 feet in diameter…The propulsion device does not match that described by Bob Lazar although these craft are a different type.
The autopsy photos referred to here by Rick @ 23:00 min, he mentions being briefed by a medical doctor. Although he mentioned no names, I wonder if this was Dr. Kit Green?
I have read before the description of the one organ that represented both heart and lung in humans.
Apparently according to Rick, the EBE’s had 11 lobes of the brain. As a neuroscientist I find that a little weird.
Humans have two lobes joined by the Corpus Callosum which is a white matter tract that communicates nervous impulses from one side of the brain to the other.
OK, so no vocal chords but could communicate via sign language and telepathically.
I find it hard to believe that surgeons could surgically manipulate this region to make them talk.
The ET’s would have to have similar Cricoid and Thyroid cartilage as humans.
@ 32:00 min, this is this first time I have heard of fingerprints from an alien, allegedly found on a nuclear warhead that was dismantled at Pease AFB. Very weird!
@ 40 min, yes, many witnesses to UFO sightings report seeing orbs in rooms in their houses following a sighting.
Craft mentioned @ 44:00 min are more like those Bob Lazar describes, blue coronal discharge and seamless.
Paul Bennewitz photos are still classified according to Doty.
@ 50:00 min, in 1984 president Regan was allegedly briefed on a cylindrical object that was found on-board one of the space craft that was analysed and shown to him on an overhead projector in a room with Richard Doty at Sandia National Laboratories.
The cylinder was part of a propulsion device.
Regan’s address to the UN was made three years later in 1987 about the speculation of an ‘alien threat.’
@ 58:00 mins, Doty mentions the Cash-Landrum incident and the craft that was a reverse engineered (RE) extraterrestrial craft, piloted at the time by humans had allegedly malfunctioned and was ‘spewing out radioactivity.’
The propulsion system was nuclear (not ET).
Not sure how that could then be classified as RE’ed as we would surely want to RE their propulsion system if anything?
Doty allegedly interviewed the pilots 1:30:00 Craft was on-route to Web AFB Texas.
@ 59:00 min, Area 51 was know as “Detachment 3 Test Center,” something I did not know, but this information is verifiable.
Papoose Lake has underground facility, allegedly. This is where the extraterrestrial craft are or were located. This corroborates Bob Lazar’s story about working at Papoose Lake.
Doty mentions a number of contractors that were working on site at the Papoose Lake facility like Sandia National Laboratories, Motorola, Livermoore, Techtronics, EG&G…etc

They called Doty to interview this man who appeared to be of average intelligence. Man tells Doty of incident where a craft landed next to his trailer in ’68, his cat went crazy… took pictures.
Looked like ‘Ebens’ who gave him ‘gifts.’ he was dying and wanted to give the photo’s and gifts to the AFB. Gifts could have been bugged. Nothing about this on internet. Known as the ‘Utah case’.
Name was possibly James Zedorski? Also took pictures inside craft showing screen of star / navigational charts
(recall Betty Hill Star map and Zeta Reticuli system which also corroborates with Bob Lazar testimony).

Section I: EBE #1: The UNTOLD STORY OF ITS LIFE AFTER THE ROSWELL CRASH OF JULY 1947 …

Ebe #I — Was found in the Roswell crash site near Corona, NM. Ebe #l was slightly hurt and quickly recovered from his wounds. Ebe #1 was a mechanic. He was able to communicate through pictures with Army personnel. They placed him in an isolation room at the Roswell Army Airfield. In September 1947, he was transferred to Kirtland Field and was again isolated in a medical unit.
During this time period, Ebe #1 worked with top military linguists. They were able to communicate with him by showing him photographs. They later developed symbols to communicate words.
[In linguistics, these are known as LOGOGRAMS or LOGOGRAPHS].
Eventually, Ebe #I was able to utilize these symbols to communicate his wants and needs. Ebe # I was able to eat simple foods, such as bread, fruits, pasta, salads, and cheese. However, meats caused him problems and he would vomit the meats. Ebe #1 was examined by numerous medical doctors and scientists. They took skin samples, examined his body fluids and conducted X-rays on him. They found that Ebe #l had one (1) primary organ that worked as his heart and lungs; that organ was combined.
He had a simple digestion system. One (1) organ worked as a stomach and one (1) other organ worked as his intestines. They could find NO liver, pancreas, or gall bladder. Apparently, Ebe #l’s stomach acted as all of these organs or he just didn’t need them. Ebe #l had small glands on his hands, arms and legs. His glands would enlarge at certain times. Scientists could not figure out what these glands were for nor their use.
Ebe #I measured 4’3″ tall and weighed 60-lbs. His weight never varied; however his height did. During the winter months, his height would increase by about one (1) inch. His body generated heat by some means that our scientists could not determine. Ebe #I wore a tight-fitting 1-piece suit. That suit was all he needed to maintain his correct body heat. The suit was made of an elastic material that retained warmth and kept out cold. Ebe #l had a body heat of 101 degrees which almost never varied. He was provided with a blanket, but he rarely used it.
Ebe # I’s blood was light red, but contained similar cells such as red and white blood cells. This blood also contained numerous things our scientists could NOT identify. Ebe #l’s body did not require a large quantity of water/fluids. He was able to extract the fluids required to maintain his proper levels through the break down of food. His body was able to somehow determine the correct amount of fluids required and eliminate the remaining UNused fluids. It was determined that eating was NOT a pleasurable activity for Ebe #I, but rather a necessity.
Ebe #l was always calm, kind and very considerate. He never got excited, rude nor was mean spirited. He was very social, even though he couldn’t understand others around him. He liked to touch people and learned that holding a human hand was a common social practice. He was very docile. Even when scientists were poking and examining him, he seemed to understand as he just let them go about their business. He was always willing to communicate or attempted to communicate. He quickly learned the symbols system and eventually learned our language in a very simple way.
In 1950, Ebe #l was moved to a special facility created for him at the Los Alamos National Laboratory. He lived in a little 3-room apartment. His handler, who was assigned to him in 1949, joined and lived with him in the apartment. They became such great companions that neither wanted to separate.
It was found that Ebe #1 could NOT speak our language because of the lack of vocal cords in his throat [the Ebens communicated via tonal inflections amongst themselves]. A brilliant doctor developed a device that was implanted into Ebe #l’s throat which allowed him to speak English. Although crude, he was able to speak simple sentences and eventually communicate through English to his handler.
During the entire time Ebe #1 was alive, he had medical problems. He developed a rash on his body that irritated Ebe #l. Several different medicines were tried and eventually the rash went away. Ebe #1 developed a cough that seemed to be connected to a food allergy. They found that certain fruits would cause the cough. Eventually, the cough subsided, but he was left with a sore throat.
Ebe #1 was shown the items recovered in the Roswell crash site. Ebe #1 was able to teach us how to utilize the communication and energy devices. We also found a medical kit, which contained small injectable tubes. Ebe #l didn’t know what each item was for, but he explained they were for injuries. Scientists experimented and determined that each tube contained a chemical substance. Not knowing what they were for, they were cautious not to use them on Ebe #l for fear they would do more harm than good.

Force Office of Special Investigations. An AFOSI special agent, referred to in the letter as “Mr. Dody,” but more probably Richard C. Doty (cited in official AFOSI documents at the time), took a statement from Weitzel and obtained all the photographs of the UFO.
The anonymous letter concluded:
I am a USAF Airman assigned to the 1550th Aircrew Training and Testing Wing at Kirtland AFB. … I was with Weitzel during the sighting: how- ever, I did not see the craft land. . . .
I have every reason to believe the USAF is covering up something. I have spent a lot of time looking into this matter and I know there is more to it than the USAF will say.
I have heard rumors, but serious rumors, that the USAF has a crashed UFO stored in the Manzano Storage area. . . .
This area is heavily guarded by USAF Security.
I have spoken with two employees of Sandia Laboratories, who also store classified objects in Manzano, and they told me that Sandia has examined several UFOs during the last 20 years.
Parts of one that crashed near Roswell, NM . . . was examined by Sandia scientists. That is still being stored in Manzano.
I have reason to believe OSI is conducting a very secret investigation into UFO sightings. OSI took over when Project Blue Book closed.
I was told this by my commander. Col. Bruce Purvine.
Col. Purvine also told me that the investigation was so secret that most employees of OSI don’t even know it.
But Col. Purvine told me that Kirtland AFB, AFOSI District 17 has a special secret detachment that investigates sightings around this area.
They have also investigated the cattle mutilations in New Mex- ico. . . .
I must remain anonymous because I am a career airman with time remaining on active duty. I feel I would be threatened if I disclosed my name.
MILITARY INTELLIGENCE OFFICER EXAMINES RECOVERED UFOS AND ALIEN BODIES AT SECRET BASE IN ARIZONA

Doty, RicHard. Letter to Philip J. Klass (May 24, 1989).
Doty, now a New Mexico State Police officer, was decertified as an AFOSI
agent on July 15, 1986, for “misconduct” related to an incident (not
concerned with UFOs) that occurred while he was stationed in West Germany.
In August Doty requested a discharge from the Air Force and was sent to New
Jersey to be separated from the service. But then, Doty says, the
Senior Enlisted Advisor for AFOSI made a trip to the Military Personnel Center
at Randolph AFB, Texas, and asked that Doty be reassigned to Kirtland,
where his son lived. In September Col. Richard Law, Commander of AFOSI
District 70, rescinded Doty’s decertification and assigned him to Kirtland
as a services career specialist (i.e., an Air Force recruiter). When he
left the Air Force in October 1988, he was superintendent of the 1606
Services Squadron. Doty remains close to Moore and uncommunicative with
nearly everyone else. All he will say is that one day a book will tell his
side of the story and back it up with “Official Government Documents”
(Doty, 1989).
