    You need to look closer at the DOD Civilian Expecitionary Workforce website. This Workforce is to be extracted from existing DOD employees for overseas positions. —– “expanding the opportunities for Department of Defense (DoD) civilians to fill Global expeditionary augmentation requirements.” Currently these jobs are being performed by the military only with a few exceptions of civilians in these strategic hot spots (Iraq, Iran, etc). They are just wanting to relieve the military from these administrative positions. You ask me how I know – I was involved with this quite a bit when I was a Govt Contracting Officer. The military filled these slots and was known as “contigency postitions” as the civilians were not allowed to fill these positions in war zones. If you will notice the majority of these jobs are over in Iraq. Currently DOD civilian positions are classified during emergencies as Essential Personnel or non-Essential and only those who are classified as Essential are the one who have to show up to work during emergencies at all military bases. Basically this is just a renaming from “Contigency Postions” and to open them to current DOD civilians.
